Greetings!

Long time ago, I did my seminar way ahead of then went back to the office to have the sticker attached to my passport with the visa. I am not sure if they have changes, the below stated that both have face to face and online.

Recently, they do not issue stickers anymore, just certificates that they now email and can be printed to be used in airport exit.  Since your wife has a previous CFO, she will need to have it re-validated.  She can apply online or schedule a face to face visit.  https://cfo.gov.ph/ >> Purple (4th)

They have online reissuance of the QR code, e-certificates here.  That would be all she needs to get past immigration.  No need for a physical sticker.

The web site is only operable during Philippine business hours.  (I'm speculating that their web server backend API is "some lady sitting at a desk".)

Thanks to all that replied. I was able to get the updated certificate and sticker.
Here is the process and timeline
A few requirements are needed before starting this process on the https://cfo.gov.ph  web site
1.) Valid Email address (Preferred Email address used when you obtained the original certificate)

2.) Original CFO Certificate  (JPG image no larger than 2Mb)
3.) Visa and passport image and number with expiration dates of Filipino Citizen (JPG image no larger than 2mb for both passport and visa)
4.) Passport image of Petitioner (JPG image no larger than 2mb)

5.) Windows Edge Browser
6.) Monday -Thursday 7am to 5pm Closed on all Holidays

Select the Purple box on the web site, Labeled (Re-issuance, Revalidation and Amendment with GCP)   https://cfo.gov.ph/ >> Purple (4th)

In the first paragraph, click on the link at the end for Online Services is the new normal
Online Services is the new normal. Clients who are requesting for revalidation, amendment of CFO documents, replacement of lost Guidance and Counseling Certificate and registration of valid spouse or partner visa who were issued CFO Guidance and Counseling certificate prior to visa issuance may register online via Overseas Filipinos – CFO Online Registration System or OF-CORS (https://cfo.ph/Certificate_ReIssuance_And_Sticker_Request/).

You will be asked to provide either 1 of 3 things.
  Valid Email address
  Original Certificate number
  Full Legal Name

(I used the original certificate number. They sent a confirmation Email to the Email address my wife used when she first applied for the certificate in 2018, In the E-mail, there will be a link to access your original certificate information and a code to enter to validate you received the Email)

Once you have clicked on the link and entered the code you will be given several options. (I selected Re-issue CFO Certificate and Sticker)

The next screen will show all your original information and several mandatory boxes that needs to be completed. There is a link on the top to populate the mandatory boxes. Make sure all the information is up to date including your current address in the Philippines. You will also need to upload all the JPG images for your Original Certificate, Passport, Visa, and Petitioner's passport.

After you Submit all your info you will be required to make a payment. 30 Pecos for the new Certificate and Sticker and 90 Pecos for the courier to deliver to your registered Philippines address
(I tried to use the G-cash option but the web site. But it did not work. I just printed the Bayad Payment form and went to a local Bayad office and made the payment.)

They will receive your payment usually in 24 hours. Once they receive your payment they will send you an E-mai confirmation of payment.

It took about 24 hours for them to send me a link to print a temporary Certificate. (That can be used for immigration on your departure date). They will also deliver the original Certificate and sticker within a few weeks via the courier.

Very Easy process. Nice to see the Philippines move to the 21st Century with online transactions.  :)

I wouldn't count on that, but it's not needed. My wife got her sticker a her PH home about 3-4 months after she got to USA.

You are probably correct. I am just posting what the E-mail said from the CFO Office. But that really is not needed. All we need is the printable one they sent in the E-mail and all set. :)

We are 3 months out, no mail... I wasn't counting on receiving anything since the CFO certificate emailed no longer have the expiration date.  But, regardless, no need for it :)  I just thought of the courier fee as donation.  LOL

For reference, on October 11 2021 my wife and stepdaughter completed CFO along with payment of courier fee for the sticker.  They both promptly received the digital certificate and BI didn't even look at that when they departed.

On May 24 2022 (yep, over 7 months later, seriously) my stepdaughter received an e-mail with a LBC tracking number for the sticker.

My wife never received a sticker or an e-mail to this day.

She did get the temporary digital certificates reissued for her an her daughter before her trip back in August, just in case, since the first ones were expired.  Those were promptly reissued from the online link without any fee and the new ones have no expiration date.  Though of course they weren't needed anyways.
