That is individual to every consulate so it’s hard to answer. Best would be to look at VJ’s k1 timelines and filter results to show Philippines only.

For Philippines, I believe Manila's backlog is about a year, give or take a few months.

Timeline

most embassies have a big backlog and this backs up NVC

 

To Moroccans on the site, Casa is only 100 days for B1/B2,   5 days for student visa and we see only 2-4 months for CR1 after dq'd

these are the best timelines from any embassy i have seen on here

Where did you find this information? For Manila, I only found for B1/B2 and non-immigrant. Nothing specific.
