Where to get birth certificate for immigrant

Hello!! I did some searching online regarding this topic but didn’t find anything conclusive. VJ has always been so helpful.he was born in the Philippines but is an American citizen and NOT a Philippine citizen. My uncle died recently and we need his birth certificate to transport his remains to the Philippines. Do we get his birth certificate from the Philippines? Not a report of birth abroad of a US citizen right?

Thank you! That seems like the logical answer. I just wasn’t sure if it was more complex than that.
