Kampala does not handle immigrant visas.  If you live in Uganda, your spouse visa case will be processed at the US consulate in Nairobi.  You will need to travel there for your visa interview.

Not entirely the case. I'm a foreign national living in Uganda and my interview location has apparently been set to take place in kampala. I'm wondering why that is the case anyway because I've long been aware that kampala does not conduct immigrant visa interviews.

It seems Kampala has already issued 1 spouse visa this year.  Maybe yours will be the 2nd?
