A friend is gong through the immigration process for the family. He has a question i thought I'd ask here.

His wife lived in Gulberg, Lahore before marriage and in Defence, Lahore afterwards. Does she need two police reports for each residence?

No, one police certificate from each CITY. DS230 only ask for listing City Name where the beneficiary has lived.
