The country is not part of the receipt number.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

WAC is the code for your service center, then the first two numbers represent the fiscal year in which your case was created, the next three numbers represent the computer working day on which your case was created, and the next five numbers are your unique number.

I think all 2022 WAC cases start with WAC2290xxxxxx and 2021's start with WAC2190xxxxxx.

Cases appear to acquire numbers sequentially, but it's not 100% perfect as some cases take extra few days to get keyed in.

E.g., there may be a case like WAC2290000001 with receipt date of January 3rd and case like WAC2290000002 with receipt date of January 1st.

Just a general case number, not country related. When your case heads to your embassy, you should receive another, mine for example started with LONxxxxx etc, but that is embassy stage.

I think you are correct in that the computer working day is no longer present. My case number for Nov 2021 also has 900 in that slot.

 

One insignificant correction. The USCIS uses the federal government fiscal year which starts Oct1 and. not Jan 1.
