The sentiment in Russian Telegram groups is as follows. Just, justified, true, who knows.

 

September 26th, Russian borders are shut for males.

 

September 28th, conclusion of Ukrainian referendums.

 

September 29th, 4 Ukrainian provinces become a part of Russia.

 

September 30th, war. No one gets to leave.

So, they are now requiring written release from a local conscription office for any male to leave the country in some jurisdictions. That includes those with dual citizenships.

That part I was expecting. Even over the weekend, there were reports of men being denied exit at airports and being pulled off of planes in one video. I think Ukraine even technically denied exit of military aged males when they mobilized back in March, its pretty standard procedure after mobilization. I still have doubts about the full border shutdown, though. 

 

If I put my conspiracy hat though, I could imagine that they do it for a month or two, especially now that the vacation season is basically over and the 'average Russian' who would have taken vacation to Turkey/Dubai is back already, so they have less to complain about, instead of the borders being closed earlier in the summer (end of July/August.) But for long term issues, Russian businesses are already suffering, and the mobilization is already unpopular, this would just further exacerbate the situation there.

No Russian citizens can leave to travel anywhere, if what you are saying comes true? What about destinations that don't require a visa?

Well, if they can't exit the country, destination itself is moot.

 

Based on latest updates, only 2.3% are being turned around thus far. That's just for males.

I personally believe your timeline is exactly correct. If you want a further piece of "speculation," I would not be surprised if we see some limited nuclear retaliation for "violating Russia's sovereignty" in early October. I think we all want to call Russia's bluff here, but I don't see them bluffing anymore - if the war continues past September 30, Russia has lost all its credibility and every mobilized man will know they're fighting on their own. Mass revolt amongst soldiers and Kremlin brass when they realize Putin was lying through his teeth isn't going to be pretty.

 

We all have to be prepared for the fact that when four provinces join Russia this weekend, there will be an escalation. And not letting people leave is only the start. Thus, I would renege on my comment that I "believe" your timeline is correct - I think it's already been decided, just as how the invasion was decided in a recording made on February 21.

06-11-2007 = NOA1 date (unknown to me).

07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

Congratulations! I'm sure your experience will be of great help to a great many on the forum.

 

I do want to caution though: Czechia seems like the next country to block entrance to Russians. This isn't of consequence from the people still doing the whole Russia --> Germany --> Poland route, but it's another bar to which country you can enter the Schengen Zone from.
