My apologies - I got this confused with another thread in which they said they couldn't get married in their current country (China, I think it was?). In that case, you're right that they should definitely see their options for a traditional wedding and consider going straight into CR-1.

If 1 and 2 above are true, then technically you can get a K-1 visa.
 

However at the K-1 interview the CO might deny the visa because you haven’t met enough.  

If they are fornicating, as the OP puts it, they are probably meeting in person.
