Tell your friend that there is no cutting corners or visa shopping. She wants to immigrate to the US — she needs an immigrant visa to do so. Student visas are for non-immigrant intents.

What they were doing is not “exploring options”, it’s called visa shopping. 
Her F1 chances are long gone. 
Tell them to beware of applying to other visas with the intent of marrying.. that is immigration fraud. 
They will have to file for an immigrant visa. Best option is for the LPR to become a citizen and then file.

She will not be given a nonimmigrant visa.

Best chance for asap is for him to go to her country.   The process to immigrate to the US is not fast, and it’s made longer by your deportation.

Then spouse should submit I-130 petition, and be patient and let the process run it's course.

ASAP?  He can re-locate outside the US.  She could have even more issues at the interview.  I could see a possible misrepresentation issue to deal with.  This could easily take a year after the interview.  They need to be aware.
