Try to get a copy of the  birth certificate using the website vital records.

You mailed to the right place they can take 30/60 days to send your receipts .

07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.

01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

The lawyer prepared my i601 waiver and submitted it as requested by my local office. But USCIS Vermont returned  the application with a blue letter saying « Your application or petition is not needed at this time ».

No your lawyer did the work and everything you both agreed to be done. That is not their fault that USCIS will accept the petition.

You don’t need an attorney to answer the RFE, but what are you going to prove now that you didn’t submit before ?

Your lawyer informed already NSC that he is no longer representing you , but you need to send a letter to NSC informing your new address.

I would say send the psychology report and police record if you have. Do not send medical yet.

I do not have any of them. Do you think if I get counseling now almost 4 years later since abuse, will USCIS review it or it's too late?

I do not think it is too late. I personally know someone who sent it after 2 years and got approved. 

just write an explanation letter why you could not send before.

So after submitting i601 waiver and received this blue paper with my package returned saying they don’t need it at this time. I sent it to my local office. Anyone else ever received this blue paper?

I SUSPECT THERE IS A CONFLICT OF INTEREST BETWEEN THE local uscis officer and the VERMONT USCIS OFFICER.

As a reminder: Officer at local office gave me 204c fraud on I130 but OFFICER AT VERMONT approved my I360 after a NOID. 
Same officer at local OFFICE did my I485 interview and gave me RFE I601 waiver for something that was already addressed in I360 NOID.

I sent I601 waiver application, I suspect that my application was handled by the same officer who approved my I360. Apparently this officer realized that the I601 issue was already addressed in the NOID I360 and returned the whole package with the uncashed check with THIS BLUE PAPER SAYING THEY DONT NEED THIS I601 at this moment. It’s like the I360 (i601) uscis officer In VERMONT is telling the local office officer that he cannot process this I601 waiver because the issue was already addressed to him and wants the local officer to approve the I485 without a I601 waiver as it’s not needed. AM I RIGHT?

I saw several cases that VSC asked to submit form l601 and after a while they returned the l601 saying that  they didn’t need the l601,  and they didn’t cash the check .
