Passport expired

My wife's passport is expired currently. We just got married 2 days ago and need to submit the ROM to the Philippines Consulate and have it accepted before she can do the name change.

 

Do we need to renew it with her maiden name prior for any reason or can we wait until after the ROM and get it renewed with her married name?

 

Also when she gets her visa she will still have a Philippines passport because will only become a permanent resident and not be issued a US passport correct?

She's a Philippines Citizen until she applies for US Citizenship after being a resident for 3 or 5 years depending on whether she's still married to you.  If she wants to use a married name she should get the new passport from Philippines Foreign Affairs in the Married name.    Obviously, renew after marriage.  She does not need to have a valid passport at the time of I-130 filing.

She will still need a valid PH passport after she becomes an LPR if she wants to travel overseas.
