Are you wanting your husband to be able to visit the US, or do you want him to live in the US with you?

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Medical emergency applies if you, the USC spouse, needed treatment in the US.  It would not apply if it's your father who has a medical emergency.

To visit if there is a funeral. But eventually he will move with me to the USA, but we're not interested in moving out of Mexico for at least another year.

Usually a medical emergency would be something more immediate than that.

Then a DCF is premature at this time. Did you read the earlier comments about how long it takes for a CR-1/IR-1?

Your husband can apply for a B2 tourist visa, and ask for an expedited interview based on your father's failing health.  Your husband would file a DS-160 and pay $160.  If approved, he could visit the US with you.  Wait time for a normal B2 interview in Mexico is 630 days, so in your case they may approve an expedite, no harm in trying:

 

Qualifications for an Expedited Interview Appointment

Consular sections overseas may be able to expedite your interview date if there is an urgent, unforeseen situation such as a funeral, medical emergency, or school start date. The process to request an expedited nonimmigrant visa interview varies by location. You should refer to the instructions on the website of the Embassy or Consulate Visa Section  where you will interview, or on their online appointment scheduling site. You will need to provide proof of the need for an earlier appointment.

In all cases: You must first submit the online visa application form (DS-160), pay the application fee, and schedule the first available interview appointment. Only at this point will a consular section consider your request for an expedited appointment.

He should apply right now. Even an expedite will take a while. Don't expect it to be a thing of a couple days.

Visa Appointment Questions

I need an earlier appointment and there are no available appointments, what should I do?

You can request an expedited appointment. To request an expedited appointment, first schedule a regular appointment on the closest available date. Then, sign-in to your account, click “Continue”, select "Request Expedite" and follow the instructions. Expedited Appointments will only be granted at the Consular Section’s discretion. Circumstances that may be considered for expedited appointments include:

Circumstances considered for expedited appointments may vary. When you request an expedited appointment, you will see the list of acceptable circumstances in the country where you are applying for a visa.

  1. An immediate relative's death, grave illness or life threatening accident taking place in the United States.
  2. Urgent medical treatment for the applicant or their minor child.
  3. An applicant for a student or exchange visitor (F/M/J) visa whose I-20 or DS-2019 has a start date that is earlier than the first available visa appointment.
  4. An unexpected need to travel to the United States for urgent business purposes that is occurring within 10 days after the first available visa appointment.
  5. An unexpected visit that is of significant cultural, political, journalistic, sporting or economic importance that is occurring within 10 days after the first available visa appointment.

Was the causation of the cardiac arrest the same?
