I-130 (F1) Philippines Delay?

Greetings VJ!

 

My wife’s cousin’s case I-130 has been “documentarily complete” at the NVC since March 16th 2021 according to the last text message the NVC sent on March 18th 2021. They also said in the same message that they’d follow up every 60 days to let him know he was still in line, but that hasn’t happened. I’m assuming this was a COVID thing, but has anyone else experienced this? He doesn’t know what to do and family is unhelpful! I feel so bad because it’s been over 10 years since his entire family immigrated and he was left behind at 18 years old. By the time they filed the first i-30 he was over age and had to file again :(

 

Any advice would mean the world and I’ll pass it on!

Timeline

Sounds like he is in a long queue.

1. Case is DQ'd by NVC.

2. Case then enters NVC queue for your consulate and waits at NVC.

3. Consulate informs NVC of available interview date for upcoming month.

4. NVC schedules interview when case reaches the front of the queue for that consulate.

5. NVC notifies person of interview date via email.

6. NVC then sends case to consulate.

After the interview is scheduled, it can take several days to several weeks for the consulate to receive the case.

Registered Nurse- Retired- I practiced in the areas of Labor & Delivery, Home Health, Adolescent Psych, & Adult Psych.

IT Professional- Retired- Web Site Design, Hardware Maintenance, Compound Pharmacy Software Trainer, On-site go live support, Database Manager, App Designer.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

I think our concern is that they stopped notifying him that he was still in line, implying that he’s no longer in line… or are we reading into it too much?

Not an issue.   Some people get notified.  Some don't.

Your thread title says F1.  Does that mean your wife's cousin's case is for unmarried adult child of US citizen?  Why are you comparing with the timeline for IR1/CR1 (spouse of USC)?

Thanks for the clarification.

 

I-130 is the petition used for all family-based immigrant cases, including F1 and IR1/CR1.  But I-130 processing and consulate interview scheduling for "immediate relative" cases like IR1/CR1 would have a different timeline from those of "family-preference" cases like F1, so it would not be useful to compare.

 

What is the cousin's F1 priority date (PD)?  His PD would need to be current on Table A of the visa bulletin before he can be queued for interview.
