Delays in IR1/CR1s in Sydney, Australia

Is anyone able to shed any light as to why the Sydney consulate appears to be only processing single digit IR-1 and CR-1 cases each month, and why there appears to still be a major backlog? I am also confused why K-1s and DV, due to presumably an automatic process, appear to continue to be moved ahead of spousal immigration visas.

For the DV, perhaps it's because they run up against a deadline, after which no cases for that year can be processed?

There is no automation for different visa categories.   All are adjudicated by humans.

Extended period of closure 2020-2021 then closure for  relocation in   2022
