The DMV took away his GC, or are you saying USCIS, and they gave him an I551 stamp in his passport?

I’m sorry, DMV took away his regular license. His license didn’t have the limited on the right side. They took that one away and gave him a limited lincese until his “10 year greencard arrives”

It is normal in most states for the driver's license to expire when the greencard expires, if it is less than the usual validity period. For instance, my husband's first driver's license was valid for 2 years, and then he renewed with the extension letter to get another 2 years. So the DMV fixing his license to reflect that strikes me as normal if they didn't issue it correctly to begin with (assuming that's what "limited" means). 

 

HOWEVER, as others have said, DMV workers are notorious for not understanding nuance to less common situations, such as conditional residency. I agree with others that you need to try a different office and/or ask for a supervisor (but I recommend a different office, personally). 

 

Unrelated to your situation but a perfect example of a DMV worker asking for something that is not required: 

 

Back in 2013, I divorced my first husband and moved states so had to obtain a new license. Went to the DMV and first time they said I was missing a document to prove my address, even though what I had was sufficient according to the DMV website. Even though I'd waited over an hour, I didn't fight it and went back again with the correct document, and was told (after waiting almost TWO hours) that I had to have my divorce decree. They didn't say that the first time, and I didn't have it with me because absolutely nowhere I looked did it say I needed a divorce decree. I went back and forth with this worker and a supervisor and they both insisted I needed it but never explained why. After that experience, I went to a different office that was a little further away and was in and out with a new license within 30 minutes - no divorce decree required.

 

Turns out, you need the divorce decree if you changed your name, which I never did! Not once did that first office mention that it was needed due to name changes, nor did they even ask me if I'd ever changed my name.

 

Very likely your spouse will get a different response from a different DMV worker.

None of what you've said should have happened. We live in New Jersey. My husband had to renew his license when his two year green card expired. He went to MVC (DMV) with his expired card and extension letter. They gave him a regular license, with the standard four year renewal date.  At first, the clerk didn't understand that these were valid for renewal and she, herself, got a supervisor who approved it. Whenever you don't get what you know is right, go higher and higher until you finally speak with someone who will help. No need, ever, to just give up. @Dashinka's advice about this is excellent.

A permanent resident is a permanent resident, the expiration date on the greencard doesn't change that. Yeah definitely escalate this issue to the higher up supervisors at DMV.

In MI, my wife was told that when she got her DL with a CGC, it would only be valid for 2 years, when they actually issued it, it was valid for the entire standard period.  Maybe someone actually realized that when the CGC expires, a person does not automatically lose their LPR status.

They did at first, when he went to get his hazmant they took it from him and gave him the limited one.

I doubt this.   LPR is LPR.

 

Not a valid reason to expedite.

It makes no sense that they would take an already granted license and replace it with a limited one.  He needs to speak with a supervisor.

This is absolutely correct 100%. Beginning late last year 2021 or beginning of this year 2022, NJ started giving out standard (non-Real) license to anybody who wants it including illegals.
