Co-sponsor didn;t file taxes (split)

at the last stage of our process, we’re currently facing a challenge, unfortunately my sponsor who is my spouse didn’t file her recent tax(2021) because she didn’t work but i have a joint sponsory…and now nvc is asking us to write and scan and explanation for my sponsor not filing, i need help anyone?

if anyone can give me a clue on what to do i’ll really appreciate

A simple explanation should suffice, something like 

"My name is  XXX
I am onumaegbu's spounse and sponsor for the visa.  Last year, I did not work because I was studying/ had a baby/ was let go and it took some time to find a new job.  Due to this, my income was under the IRS threshold for filing and I was not required to file taxes. This is why we have a co-sponsor in Mrs AAAA.  
Thank you for your consideration."

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

Penguin is correct, but do use the term Joint Sponsor.  There are no Cosponsors in immigrant visa cases.
