Does my spouse (beneficiary) need a foreign police certificate?

I'm a US citizen and my wife is Korean. 

 

My wife was in Australia in 2002 for less than 12 months. However, in the instructions,  it says she doesn't need a foreign police certificate if she stayed less than 12 months. However, while I was reading in the forums from other members, they experienced getting a RFE from NVC even though their spouse has lived in a foreign country for less than 12 months. My question is, should my wife get an Australian police certificate to avoid a RFE? If yes, does anyone know how to correctly get one? It's been about 20 years ago for my wife.

 

Also, in my research, I did found this website about National Police Check in Australia, but I'm not sure if it's the right one:

It is very straightforward to get the Police Certificate from Australia, so you may as well get it.


That being said, I was asked to provide police certificates from countries where I had spent less than 6 months in - I scanned the USCIS guidance and wrote a note about my travel dates into and out of the country. This was accepted and I did not have to provide these police certificates. I did not go to the effort to get police certificates as it was very hard to do when not applying in person.
