Transform f2b into f4 visa, is it posible?

This question is to see options for somebody 

 

a friend was petition for her mon a legal resident, petition was approved and sent to NVC to wait 

but my friend’s mon pass way last year. She has a sister who is usc , so her sister sent a letter to uscis asking to transform her petition on f4 because her mon pass way.

then NVC sent the case back to uscis on december 2021.

 

my question is: can her sister be the petitioner on the same petition?

i mean, will uscis continue the case with the same priority date?
i dont know if my question is clear

K1 2017

Aos sent April 2018

Aos interview July 2018

Work permit September2018

Aos approved July 24, 2019.

Roc April 27, 2021

Biometric reused june 28, 2021

N-400 online April 27, 2022 base on 3 years rule, biometric reused.

N-400 interview on December 12, 2022 combo interview i-751. Approved.

January 11, 2023 oath ceremony, Indianapolis. After that done with uscis😂🤭🤫

I took my oath ceremony in Indianapolis, it was a nice ceremony, where people from 35 coutry become american citizen.

01/11/2023 officially done with uscis :)

January 13, 2023 apply for us passport.( regular service).

March 11, 2023 passport in hand

Your friend ( beneficiary) can try requesting Humanitarian Reinstatement due to death of petitioner. See link below AND search in VJ ( top right of your page) by typing in humanitarian reinstatement to see posts of others on the topic.

It’s hard to get but free to try.

If approved, then the sister can sign I-864 as  qualified Substitute Sponsor
