Timeline

My fiance and I just submitted out i-129f on Thursday, and we just got our first notification that our case was received. He has had plans to come to the United States in December. I know he is able to come, but should I be worried? And is it still okay for him to come with a ESTA visa?

As long as he is genuinely coming for a visit and ca show ties to home, he should be fine.  Lying about intentions at POE is where people get into trouble.

Yes he will be fine, he needs a return ticket like all Esta travellers, stay less than 90 days, and they will be asking the purpose of his stay. Do never overstay! They could ask him what type of job he does, they will ask him how long he is planning to stay, and most officers will ask to see the return ticket (they ask it 90% of the time on Esta).

I don’t think you should be worried. It’s perfectly normal to go visit your girlfriend during the holidays, especially a short trip for someone who has a job to return home for. If he plans to stay for months and has no job, no money, and looks like a bum, he might be questioned more….that is exactly what a CBP officer told my wife when she had a long chat on the information line. 

 

And just so you know, ESTA is not a visa. As a Brit, he can travel to the US without a visa. ESTA (Electronic System for Travel Authorization) is documentation showing he has been screened and cleared to travel without a visa. It is also called travelling on VWP. (Visa Waiver Program).
