I am waiting for my NOA 2 to marry my US girlfriend (i am a british citizen) and I recently lost my job recently and NO 1 is hiring (not even the really bad jobs of pulling the brains out of dead chickens in crescendas!!!) I am thinking of going into further Education get another qualification (for IT). it would be government assisted in payment(i forget the name of the program but its similar to new deal)

Would the US embassy class that as "charge of the state" even though im using it to learn

The Affidavit of Support is filled in by the US citizen. The financial status of the beneficiary is not taken into account unless you are planning to self sponsor.

Yes, the concern is about the immigrant becoming a public charge in the US. If your sponsor qualifies, that's all that matters.

However, I'm really confused about the first part of your post. Waiting for NOA2? NOA2 for what visa petition.

Please read the guides and fill in your timeline. You don't need a visa to get married but you might need a fiance visa to enter the US, marry and stay to adjust status to permanent resident. Usually, when people are doing this, they speak of a fiance(e) but I guess if you're marrying your girlfriend we can assume she is your fiancee.
