Emergency Travel AP for sibling brain surgery

Timeline

We filed for adjustment of status last December, biometrics in January and just waiting for news on the green card.

Yesterday my wife's brother in Peru fainted and was taken to the ICU. Turns out he has a brain tumor the size of an egg and will have surgery to remove it this upcoming Wednesday.

Would this be grounds for an emergency Advanced Parole to be with their family?

The closest field office to me is about 3 and half hours away, from what I'm reading you have to go there for an interview and to get the documents? Are you able to travel immediately after receiving?

u can try to request for expedite. usually if i remember, there's bigger chance that if it happened to direct family member like parents or children. 

and yes, almost all the time, it required for you to go for interview for that. 

you are able to travel immediately after you get it on hand
