Are the documents uploaded to the USCIS portal the only ones the adjudicator sees?

We just received the paper form today with log-in instructions for our USCIS account. I noticed that most of our supporting evidence was uploaded as PDF attachments; however, not everything included in our packet was there, including cover letters and a very important piece of evidence for the I-864.

 

Will the adjudicator be able to see the entire packet or only what’s posted? I see I can upload additional documents, but am unsure whether to (at least) resubmit the I-864 evidence that’s seemingly missing. TIA.

We had the same thing happen and to many in my filer group here on VJ. Seems to be a normal thing, they have access to everything. I didn’t get any RFEs either

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

Thanks for this! So you wouldn't recommend uploading the 'missing' documents, then? I read on the August 2022 thread that someone's I-864 was already RFE'd, so it seems like if some crucial evidence was missing, USCIS may request it super early?

We chose not to upload after we saw that many others were experiencing the same. You can check the July 2021 filers group. 
USCIS could request documents at any stage honestly, I guess depends if it was caught early in the process.

The same thing with ours. In fact it only looked like 20% of our packet was there. Not even the AOS form we’d file was on there, and yet it was not a problem. They had everything when it came to interview time. 
 

I was worrying also! But If something is missing and they need it because it is misplaced, they will just RFE it. :)

Hey! Just to update, we were RFE'd right away, looks like 18 days after the Priority. It was the generic RFE for inability to determine the sponsor's qualifications; I was self-sponsoring based solely on (liquid) assets, so I was pretty sure my evidence was correct before submitting. I made a few calls to my bank/broker and it definitely seems like I gave what was asked for. I'm convinced now that the RFE was triggered either by the scanned evidence 'missing' (which would have been itself sufficient) or the income of $0. Nevertheless, my mother happily agreed to joint sponsor, so we will be responding to the RFE with her I-864, supporting documents, and my updated I-864 with supporting documents.

 

One question outstanding: what is the 'standard' for bank verification? On the RFE's instructions, there was wordage of needing "bank statements covering the last 12 months (statements will be averaged over a 12 month period) or a statement from an officer of the bank or other financial institutions in which the sponsor has deposits, the account balance averaged over a 12 month period, and current balance." Wells Fargo didn't seem to know what to do with this and, again, defaulted to the single-page account verification paper I gave for both the (accepted) I-134 and (RFE'd) I-864. I recall the bank verification letter gave people trouble in the past, but even with a joint sponsor I still want to include as much as I can independently. Any advice here? Perhaps I missed something, but I don't even recall that 12-month language in the I-864 instructions (if so - oops!).

We had the same RFE for sponsor even though we were more than double the amount for our household size. We just sent the same documents again, with a sticky note explaining that the pay stubs we sent were paid bi-weekly incase they missed that! We didn’t hear back until they scheduled us for an interview and all was absolutely fine. 
 

Sometimes they lose things, and sometimes they just get confused about evidence. It’s great you have the option of co-sponsor! Even if your assets should be enough 🙂

Thank you so much, will do! Good to know, as well, there isn't immediate confirmation as to whether the RFE was 'resolved' or not. But with the speed in which they're reviewing the I-864s as of late, it sounds like if something was wrong, we'd hear back right away - silence is a good thing for this leg of the journey, it seems!

 

It also sounds like you returned the documents by mail, no? That's what it says to do on the RFE itself, but there is an online submission on the portal. I am definitely complying with the instructions by mailing it in, but I'm thinking I will definitely utilize that online submission if I note something missing this time.

Yes, we returned our documents by mail, just because we were worried the new I-864 form we had to fill out, had to be a wet signature. I would have used the online submission also had it been a couple documents missing and no signatures required. 
 

Very true, hope the next thing you hear is them scheduling your interview! :)
