Changing consulate

Hi folks, my case is at the USCIS stage, waiting for i-130 approval.
Beneficiary’s country is Pakistan and after finding out about the wait times at Islamabad, i want to change the interview location to Abu Dhabi.
Beneficiary has a valid employment visa for Abu Dhabi and also has the Emirate ID, currently she is staying in Pakistan though. I want to know if it is possible to switch the embassy after i-130 approval and when the case is at NVC stage?

It is my understanding that the  request to change consulates is only possible after the application has passed the NVC process and is in the hands of the initial consulate. The request is made to the initial consulate when they have the case in hand

Timeline

You can only request for the change of consulate after NVC gets your approved case from the uscis and provides you a case number. Even then NVC will change the consulate only if your beneficiary moves to or resides in Abu Dhabi for work or any other purpose. While she stays in Pakistan, not possible. In case she moves to Abu Dhabi, all you need to do is request NVC for the transfer while providing documents of her move.

Stand corrected.  Consulate changes are requested at the NVC stage, the earlier the better.  But, as mentioned the beneficiary must actually be living in the other country with appropriate visa, not just be able to get there, or visit there.
