My minor child received her immigrant visa. As a child of US citizen (under section 320 of the INA, Child Citizenship Act of 2000), she is eligible to become US citizen automatically when she enters the USA. Does she exempt to pay USCIS immigrant Fee? I would be grateful if someone provides a link to official sources where this situation is clarified.

Paying the immigrant fee is only required for those who need LPR status evidence that will be valid for more than 1 year.  Your child will become a US citizen upon entry, so will not need proof of LPR status aside from the endorsed immigrant visa.  Apply for your child's US passport asap, using the visa + CBP entry stamp.  Check the thread below for a discussion on the topic --
