*** Moved from NVC forum to Embassy/Consulate Discussion -- OP's case is already DQ, and interview scheduling varies by consulate, not an NVC issue ***

For IR5 in Manila, you are supposed to schedule the interview yourself using the online scheduling portal.  If you are waiting for the consulate to just send you the schedule, you might wait forever for nothing.  Pending action is on you, not the consulate.
