All you need to do is apply for her US passport, CRBA is not an option since she has already been admitted and all you need to do is document her US citizenship by obtaining a passport . You don’t require a SS number to apply and you already have evidence of LPR ( child’s stamp at entry). 

Unfortunately you have delayed applying for the passport…a few moths since you were first advised.

It is not possible to apply for a CRBA within the United States
