Then you didn’t respond to  RFE.  RFEs are all or nothing.  No second chances. 
 

edit: Reading your other comments you failed to submit I-864.  I think with a lawyer’s help you have a shot at this.  
 

Otherwise it is a huge miss and not worth the effort or risk of unauthorized presence  if DIY

I sent in our joint sponsors and didn’t think I needed my husbands (my mistake)

No grounds for I-290 B, so don’t waste either the time , effort or money to challenge the denial. 

Prepare a new I-485/I-765/I-131/ and the 2 I-864 ( petitioner/sponsor and joint sponsor .

Do NOT redo the I-130 just include the Receipt Notice from first filing and $1,225 filing fee.

Since he’s under 14, then only $1,140 for the I-485 ( no biometric fee)

He’s Filing alone 

 he’s out of status now do I need to send in the denial letter as well? 
just so they can see he was in status when we first filed
