No.  It is paid after the visa is issued.  You can pay it either before or after US entry, but the plastic Green card will not be produced until the fee has been paid AND the new immigrant has entered the US.

IT Professional- Retired- Web Site Design, Hardware Maintenance, Compound Pharmacy Software Trainer, On-site go live support, Database Manager, App Designer.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Until the visa is issued, you are not an immigrant.

DOS has said to not issue the visa so far

and you need to wait for the embassy to go thru the extensive AP process to find out the problem

as we said in your July post , this can take weeks,  months or a year

no need to try to pay a fee when a visa has not been issued
