Hello, I hope all is well. I am trying to sponsor my brother. We received an approved I-130 and was asked to pay the fees for the DS-260. However, when I log on to CEAC, the option is greyed out completely, do we need to wait for our priority date to be current with the visa bulletin? Our priority date is Aug. 2013.

Give it until Monday then call if its still inaccessible .. and ask for Tier 2 supervisor

You have around 6 more years to wait.  For F4 cases not from China/India/Mexico/Philippines, only cases with PD earlier than 15 Dec 2007 may now proceed with the NVC stage -- https://travel.state.gov/content/travel/en/legal/visa-law0/visa-bulletin/2022/visa-bulletin-for-august-2022.html

Somewhat correct. NVC will contact you to start ds260 several months before the PD is supposed to be current. So as said above still 6-13 years left depending on your brother's country.

As mentioned, that usually activates a few weeks before your date becomes current on the date of filing chart which is years away. 

 

That said, i wonder if NVC has changed how they operate with their timelines.? Normally, case creation happens a few months before one is current but i have realized lately a lot of people have been receiving case creation letters from NVC years before their dates become current. It can be really frustrating having CEAC log in details and wait years to submit fees and documents.

NVC always creates the case number right after getting the package from the uscis regardless of PD being current or not. It initiates dS260 process only when PD is already current or getting current soon.
