HELP! NVC wants me to pay IV Fees again

Hi,

 

I'm petitioning for my siblings and recently received an email from NVC Dept to pay the fees for them and myself. I went ahead and paid those  while we waited for some documents to add new child to the petition.

NVC deducted the money from my account  that day, I can see the receipts in the the payments receipt but after they accepted and added the new child, all the fees have reverted to pay now and it doesn't  let me continue. Has this happened to anyone? Do you think adding family members resets everything and I need to pay again?

 

I've sent out a public inquiry but it will take months before I hear anything back and one of the kids will be turning 21 next year ( she is actually the only one that lets me continue uploading documents even though it says pay now too). Which brings me to another question, if she will be turning 21 in 5 months and we have paid and submitted her application will she be declined if is turns 21 before the interview? 

 

I appreciate any input of how to proceed in this situation.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..
