According to the above link, this is the comments I rely on. I guess the answer is ~ No, not needed, not possible to get one...

 

Comments: Police certificates are only available for Indian nationals and non-Indian nationals currently living in India. Indian police certificates are not available for foreign (non-Indian) nationals applying outside India.

If you are still a passport holder for India, you might need a statement of no criminal record according to https://travel.state.gov/content/travel/en/us-visas/Visa-Reciprocity-and-Civil-Documents-by-Country/India.html image.png.e137fa25bd4a5bcac1a4b24e29a07b3f.png

I'd probably check with a lawyer who is experienced in this to make sure the correct documents are submitted.

Police clearance is only needed for anyone 16years old and above. Even if the child is born in India and is now a Canadian citizen and has never been to India for more than 6 months after the age of 16, there is no need to submit a PCC from India

Hey All,

 

I just received a reply on my yesterday inquiry. They told me my interview is scheduled at 7.45 on Feb 24 but still there is no invitation letter. so far lots of wired things happen for me and still I am not sure if this is true or not. I hope they send me IL this time.

 

My case is still sitting at NVC.
