You can enter while awaiting IV but in certain situation, you could be denied entry to the US.

This happened to my wife once. After she finished school in Canada, she wanted to join me in the US while waiting for the IV but denied entry at the border.

did she get her non immigrant visa stamped/approved in Canada while waiting for the IV interview?

Highly doubt they will waive the interview. EB2 isn't anymore special than the other groups.

Hi,  I am Canadian citizen and working on TN visa. I crossed the border for work once in a week, rest of the week work from canada. 
Now I’ve perm approved and applying for I-140 -premium. and then planning to apply for EB3 visa in Jan2023. My TN still valid for anther 20 months. 
looking for current timelines for EB3 visa from Montreal post.

How much is chances to process it within 18 months?

She is Canadian so she didn't need her non immigrant visa stamped.

The first time she tried to cross to the border after graduating from a Canadian University to live with me in the US, they refused her entry because they were concerned that my wife was going to over stay her visit in the US.

Last time she crossed the border, it was just to visit me for a short period of time and most importantly she had a job in Canada so they let her in.
