Question regarding CFO seminar/sticker and green card

My wife was able to fly out to the US back in 2020 without going to a cfo seminar due to the pandemic. She got some kind of temporary certificate. She has a green card already and currently we already passed in the request to renew (correct word?) her green card. They sent the letter stating her green card has been extended a year while we wait for her actual card. 

She's concerned as before she left, the cfo officer told her when she comes back she has to attend the seminar. The officer she contacted the other day told her she doesn't need to attend BUT needs to go to get the sticker in her passport. She's flying out at the end of this month to drop off her grandma in the Philippines. Will there be any issues when she tries to fly out of the Philippines back to US if she doesn't get the sticker? I've read other posts here staying that since she has a green card already (and not coming here on a cr1 visa), she doesn't need the cfo seminar/sticker. It's just those posts are from 2017. Has anything changed since then?

She should be fine but she can also get a new "permanent temporary certificate" emailed to her by filling the form online at.

The temporary certificates they issued the last couple of years had an expiration date, but the ones they re-issue now do not expire.

 

There was one woman a couple years ago that said she was a naturalized US Citizen with a US Passport in her possession but was still challenged by an overachieving BI officer for not having a CFO sticker in her newly reissued Philippine passport since she had just reacquired her Philippine citizenship.  IIRC I think she said she made it through after having to escalate the issue to a supervisor.

  • July 08, 2021: Wife Documentarily Qualified by NVC
  • August 31, 2021: Stepdaughter Documentarily Qualified by NVC
  • September 15, 2021: Received Interview Date from NVC, October 05, 2021
  • September 22, 2021: Passed physicals at Saint Luke's Extension Clinic
  • October 05, 2021: Interview at US Embassy Manila. Verbally approved by US Consul. Positive interview experience.
  • October 05, 2021: CEAC status changed to "Issued"
  • October 07, 2021: Passports tracking for delivery on 2GO Courier website
  • October 08, 2021: Passports with visas delivered.  "Visas on hand"
  • October 08, 2021: Paid Immigrant Fee
  • October 12, 2021: Temporary CFO Certificates Received
  • October 26, 2021 POE arrival at LAX
  • November 02, 2021 Social Security Cards arrive in mail
  • January 31, 2022: USCIS Status changed to "Card Is Being Produced"
  • February 04, 2022: USCIS Status changed to "Card Was Mailed To Me"
  • February 07, 2022: Green cards received.
