ROM Report of Marriage

So my fiance is a Filipina. If we get married in Hong Kong, can she not report her marriage to the Philippines? Because my ex-wife and I got married in the Philippines but divorced in the United States and we didn't go through the whole court process for recognition of divorce in the Philippines. But we have a legal divorce in the United States. So if I marry another Filipina in a different country though she can't report her marriage? Because when she tries and uses my information it's just going to turn it back saying that I'm married right? Or can she still report it?

Logically, PSA would return an error if you and your spouse-to-be tries to file ROM with your info that already exists in another marriage record in PSA.  But logic does not always rule when it comes to Philippine bureaucratic processes, so I wouldn't be surprised if the ROM goes through anyway.  Up to you if you want to spend the effort on ROM and try your luck.  Anyway, as already explained in your other thread, ROM is not required by US immigration agencies.  Note though that ROM is required if your wife ever wants a Philippine passport listing her married name.
