Can I file form I 485 for my wife and baby while I130 is approved?

Is the baby your biological child?  If so, are you not qualified to pass US citizenship and apply for CRBA for your baby?

Adjustment of Status and the I-485 apply only to individuals inside the US.  Your wife and child cases will proceed to NVC for the next step of the CR-1/CR-2 stage.  I'm not sure where you heard that information, but it is inaccurate for your case.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

I think he's confused about which form.  The action he described would be applicable to the I-129F, not the I-485, but while it sometimes works to speed up a spouse visa case, it will not work to speed up a spouse case when a separate I-130 has been filed for the child.

Facts are cheap...knowing how to use them is precious...
