Will the following be a different account than my current USCIS account? If so, can I open the account now while I wait? 

 

After USCIS approves your petition, they will transfer your case to the Department of State's National Visa Center (NVC) for pre-processing. The first step in this processing is the creation of your case in our system. Once this is complete, we will send you a Welcome Letter by e-mail or physical mail. With the information in this letter, you can log in to our Consular Electronic Application Center (CEAC) to check your status, receive messages, and manage your case.

Once your petition has transferred to NVC, USCUS is finished with it.  NVC will assign a DOS (Department of State) case number which you will use to track the case until the visa is issued.  You can't do anything until NVC has assigned the case number.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Yes. It is in a totally diffetent system to your personal USCIS account. It is an active working account fir the sole purpose of completing the NVC steps. As @crazycat has said, you cannot “do” anything until the NVC has your approved I130 and has initiated your NVC processing. You can, however,  study through the NVC process and understand it thoroughly
