14 Weeks NO Welcome Letter,should i be worried,anyone went through same thing to help me calm down please.

Hello good people my I40 was approved 25 April,i was on premium with 2 dependents and it took 11 days,Texas center was used and i intend to use Johannesburg South Africa Consulate for visa.My portal till today says case approved,i have seen others turn to case sent to state department. So does this mean that my case is still at USCIS and yet to be sent to NVC,or is it possible it was sent but portal wasnt updated,my lawyer has logged an enquiry and we still waiting on response,its 14 weeks now with no welcome letter and im worried,because other people get within 6 weeks latest,Anyone who knows what could be happening,when i might get the letter or who went through a similar process till they got welcome letter let me know,to calm my nerves down,thank you

Wow, 14 weeks is well over the 60 day period to file an inquiry with USCIS. Call them, tell them you've been waiting this long, ask for it to be documented as a case inquiry and/or to speak with a Tier 2 officer.
