Threatening to report our marriage as fraud

Immigration journey is not: fast, for the faint at heart, easy, cheap, for the impatient nor right away. If more than 50% of this applies to you, best get off the bus.

Timeline

1) USCIS gets a lot of kooks calling to use them as a way to harrass immigrants.  A scorned ex, a jealous nut job…they call regularly.  Even citizens who were used for a green card get little satisfaction calling it in.  This person who doesn’t know you is not going to get far. 
 

2) if she really did get info from her cousin to use to harrass you, I would sue them both for everything they’ve got.  Play dumb and let her keep talking about that.  The more you can get her to talk about that, the better your chances of you getting a settlement.

 

She and her cousin should be worried about criminal and civil consequences from what she’s written.  You and your husband can take your time plotting revenge.  Play dumb.

I want you to make a list of anyone in your life whose opinion of you really matters to you and anyone not on that list you need to ignore. She is inconsequential to your life, don't let her steal any of your joy.

To the OP, I want to echo this especially item 2.  When you talk to your lawyer, make sure this is a priority.  If someone at USCIS is giving out personal information of anyone it should be stopped and the person should face consequences.

 

Beyond that, I agree with the other advice you have received, and am sorry you are experiencing this grief from what appears to be a very troubled individual.

If she said it on YouTube, it’s possible it was just puffing.  Unless she seems to k ow anything she couldn’t otherwise.  Most agencies with sensitive personal information can see who’s accessed your information.  They’re not supposed to even look at it if they’re not working on the case.  It would be easy to tell.

I doubt there is a cousin who works at the local field office. It seems too convenient.  If there should actually be such a cousin, who has given out your personal information, I agree that you should speak to your lawyer about it.

You really have no reason to worry. I know that a harassing person can make you feel like they have power they don't really have. Ironically, that's the only power they do have and, hopefully, you'll be able to just brush it off and take even that small bit of power from her.

The civil harassment laws say “harassment” is: Unlawful violence, like assault or battery or stalking, OR. A credible threat of violence, AND. The violence or threats seriously scare, annoy, or harass someone and .there is no valid reason for it

I tend to agree that it might just be bloviating, but stranger things have happened.

Sounds like she took lessons from  Jeremy Dewitt’s girlfriend and is more interested in your husband than your green card.
