Well if your country is correct then the wait time for your brother's to come here legally is at least 20 years right now

Check visa bulletin category F4 for India.

You can't apply for their green card in the US while they are here if that's what you are asking. 
 

You file i130 for your brother, include family members' info in the form. That's it. Wait for 17 years or so. Pray to go that they take 15 years or so to approve the i130 (not faster). Then go through visa application process.

 

In the mean time make sure your brother and family members don't overstay as it could affect their visa in 18 years.

They can’t adjust status while here.   You can petition them.   As others have said, it will take many years.   Kids will likely not be able to come with them, depending on their ages.

Then again so long ahead that having an insurance policy of a green card is not a bad idea either, who knows what happens in some places … file and forget it and use it if you need it when you can, always makes sense as an option to me
