Close to 20 years. 

Your brother will have to leave the US after visiting to avoid accruing unlawful presence.

They can’t adjust status while here.   You can petition them.   As others have said, it will take many years.   Kids will likely not be able to come with them, depending on their ages.

Then again so long ahead that having an insurance policy of a green card is not a bad idea either, who knows what happens in some places … file and forget it and use it if you need it when you can, always makes sense as an option to me
