So My friend who is a permanent resident of USA petitioned his unmarried son and along with him is his  both unmarried son and daughter who are no 18yr olds. Their NVC are now documentary approved and sent to US embassy manila waiting for F2B becomes available. 
 

Can one of the child be removed for now since he just had a child and doesnt want to leave his young baby alone.

 

if so how do you do that?

Does the unmarried son not want to bring his baby to the US (assuming he has permission from the baby's mother)?  He can petition for the baby as soon as he enters the US with his F2B visa.  He may also apply for a re-entry permit, wait a few months for the biometrics appointment, then immediately travel back to be with his baby and wait for the baby's F2A visa to be processed.

IF ( big big IF) the child of your friend has made up his mind now, he can send email to ASK NVC and say “ Not immigrating , changed my mind” 

 

OR wait til interview and send email directly to embassy saying the same.

The fact that it's already DQ'd by NVC suggests his PD will be current in a few months (a diff story if it retrogresses). NVC wouldn't start ceac process lots of years ahead.

 

To OP: You can email the NVC or embassy to drop the derivative or have the derivative just not show up at the interview. The best though is to request follow to join for that derivative so that he can be interviewed several months later (let's say 10 months or more later) if he plans to immigrate at that time.
