My petitioners didn't file for the 3rd most recent year since income was below the required level. However, she filed for the most recent and 2nd most recent year. Do we need to include letter of explanation or just the information at the end of the form i864 is enough.

You can write a letter, or you can write "income was below filing threshold" on the I-864 for that year.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Facts are cheap...knowing how to use them is precious...

Thanks. Could you also suggest if I should check the box on 25 saying "I was not required to file a Federal income tax return as my income was below the IRS required level and I have attached evidence to support this"

Won't make any difference as long as you write what I suggested.
