You can write a letter, or you can write "income was below filing threshold" on the I-864 for that year.

Also if only the 3rd most recent tax return is missing should we check this box on question 25

Can write directly on the form, "2019 did not file because income below threshold."

Thanks. Could you also suggest if I should check the box on 25 saying "I was not required to file a Federal income tax return as my income was below the IRS required level and I have attached evidence to support this"

Won't make any difference as long as you write what I suggested.
