PD June 2007

Well that explains it,  your priority date is not yet current. F4 visas are currently only available to cases filed before 22 March 2007. https://travel.state.gov/content/travel/en/legal/visa-law0/visa-bulletin/2022/visa-bulletin-for-august-2022.html

unfortunately everything slowed down dramatically during covid which would explain why you were DQ so long ago but still not yet current.

I’m not sure why you addressed this to me. All I did was point out that a visa is not yet available to the OP. They can’t give anyone an appointment before their priority date is current.

For op's specific case, nothing the embassy can do because visa number is not available yet to op.

For interview backlogs in Accra USEM blame covid. You can take your grievances to the Secretary of State or POTUS all you want, the challenges at the Accra USEM won't disappear overnight. We can all hope someday things will get back to previous processing times pre-covid. But until then, it is what it is. Right now, I preach patience, patience, patience.
