How long is it taking to get NOA1?

Many places that would have accepted the i94 might have only given benefits for the period of the i94 and once it was up asked for updated proof of legal status such as an EAD or greencard or i94 with later expiration on it.

So my wife's driver's permit and state id expires the same day as her I-94.

What should we use to renew her driver's permit and state id if we don't have the EAD or greencard or I94 with a later expiration on it?

Or does the "period of authorized stay" prohibit driver's permit or state id renewal?

Well you are never going to have an i94 with a later extension date. And while there are the rare few that get approved super quickly where the person gets their GC before the EAD is issued, its unlikely to be the case here. Most likely you will follow the standard approval timelines and your wife will get her EAD

Most states have online resources that will list all documents they consider for DLs. There is also uniform guidelines for the 'real ID'. You can review the list for both real ID and your states specific individual requirements but you will most likely find the only document she is in possession of or will be on the list is the EAD.

As stated previously unless you are in a state that will allow undocumented or 'under documented' DLs the majority of states will not issue a DL w/o proof of status and the expiration date coincides with the expiration on the status document.

If your wife was able to secure a DL for the 90 days then yes, sadly when it expires she is going to have to wait for her EAD. I wish it was better news.

Your VJ profile lists Georgia.  Unfortunately, GA is one of the states that require lawful status to issue a DL.  From https://dds.georgia.gov/information-non-us-citizens -- "Non-US citizens are required to present valid immigration documents in person at a Customer Service Center to prove their identity and lawful status in the United States."  As explained above, "authorized stay" does not mean "legal status".  Your wife will have to wait for EAD or GC, or attempt to get a one-time DL extension for 120 days with her I-485 NOA1.  No guarantee that it will be accepted, but might be worth a try.

Thank you all for your responses here, not only was my original question answered, but there's a lot of great discussion about 'what comes next' for K-1 arrivals.

So my understanding is that, universally, drivers licenses (or 'real IDs') will only be issued with an expiry of the I-94? And even if you get one before that date, you can't get it extended (or at most just once)? If that's the case, it would make no sense to continue carrying it around (or even get it in the first place if you aren't planning on driving). My fiancee has a foreign driver's license, but I looked up DC's regulations and it seems like you will still need to take some-sort-of driving test for an ID. As we don't have a car here, doesn't seem like a great route. Am I understanding this correctly - or are we perhaps fortunate to live in DC, and can somehow get a license during the period of authorized stay? In that case, I guess the test is worth it - I'm just not entirely sure where to look.

Having an SSN already is advantageous, and it seems easy to change the last name once the marriage happens. But we can't possibly be expected to carry around a SSN for identity, right?

There is no universal. It is entirely dependent on your jurisdiction.

My DL had an expiry date of exactly one year after the issue date. I got it using an expired I94 and my AoS I797s. But each state has its own regulations.
