Hi

I am a Permanent Resident, and I just get married. My wife is in Brazil. Can she apply for a tourist visa, letting the Consul know that she is legally married, and that I live here in the USA, and that she is coming just to see me.

My other question is: I just file a Petition for Alien Relative in order to bring my wife to the US, meanwhile can she apply for a tourist visa?

She can certainly apply, none of the issues you mention bar an application.

She can apply for a tourist visa, but don't expect it to be approved. It would be very difficult to overcome the presumtion that she has immigrant intent since her husband is in the U.S. and her priority date is very far away.
