O1 Visa Approved, Then RFE Issued

Hello --

Has anyone had this experience, or does anyone have insight:

We had an O1 visa petition approval sent in mid-July and a couple of days later (this week), the case status changed and an RFE was sent out. How is that possible? Nothing had changed in the case and the beneficiary hadn't met with the US consular.

We assume we still need to respond the RFE but why would the USCIS first send an approval and then days later issue an RFE?

Thank you.

Something came up, likely when someone else reviewed the case.

’Approved’ is not the same as ‘issued.’   There are final checks for every visa.   All you can do is respond with what they’re asking for in the RFE.

Thank you -- that's what we thought was likely. I'm aware of the difference between a petition approval and an issued visa. It did seem like maybe someone else looked at the case. The RFE is very minor. Appreciate your response. I'll update the thread once we have a final answer.
