While some people have been able to get the B2 visa while their K1 or I130 was pending, i'd see the opposite in your case.

Likely questions

CO: So you have a pending fiance petition

Fiance: Yes

CO: How did you two meet?

Fiance: Oh we never met, that's why i'm applying for this B2 visa to meet him.

CO: But the fiance petition required you two have met.

Fiance: Yes it will likely be denied but we want to meet.

CO: Thank you, you are ineligible for a B2 visa.

Of course we will be mentioning the fact that because of Covid and policies in China, it has been extremely difficult for us to meet, and that's why we requested waiver on k1 in first place. If K1 is denied, then it makes even more sense for her to visit me using a tourist visa. But I understand it will be really hard to convince them.

So they will issue the PP to get US B-2. Can't they also issue it for another country, not just US?

I don't see you fiance getting B-2.

Get the Chinese PP and meet in another country. Your idea won't fly past embassy

Immigration journey is not: fast, for the faint at heart, easy, cheap, for the impatient nor right away. If more than 50% of this applies to you, best get off the bus.

There are a lot of places outside the US to meet.  Taiwan comes to mind.
