Could someone guess/estimate the time between submitting the DS-260 + I-864 on https://ceac.state.gov/IV to getting an interview for IR5? Even a window would be helpful -- we're trying to schedule a trip for my parents and we'd like to at least try to not have the interview fall during their trip. Is this interview date something that is set or will my parents have a say on the date and/or time of interview? Also how much heads up will they get for the interview and how will they be contacted to let them know about the interview?

Which consulate?  Interview scheduling procedures and timeframes depend on the consulate and may vary widely between consulates.
