Do I need to provide evidence of an ongoing relationship in my I-129F form or do I have my fiance provide evidence of ongoing relationship at his interview?

Depends on which consulate your fiance will be interviewing at.  For beneficiaries from high visa fraud countries, "front-loading" the petition with bona fide relationship evidence would be recommended.  Please update your profile with beneficiary's country.

My fiance lives in the Philippines

In that case, no need to front-load the petition.  Just make sure to include clear evidence of in-person meeting within 2 years of filing, along with the other required evidence for the I-129F.  Have your fiance bring evidence of ongoing relationship to the visa interview.

yes. i believe submit what you have is always better than didnt submit anything at all

photos, boarding pass to show that u met for the last 2 years for example

I already have all of those ready. My question is do I need to provide proof of relationship? Like printed communication?

And receipt for engagement ring?

yes u can include printed chat/text. dont go over or too much. pick and choose that has significant /important meeting/quality. if its screenshot, u can combine 4 screenshot in 1 paper. perhaps couple of pages are more than enough

receipt for engagement ring : up to u.

I thought my fiance has to provide printed out communications at the interview, not on the 129f form?

Oh ok. I thought I had to show proof that I met my fiancé within two years and the evidence of our relationship and the evidence of a ongoing relationship was to be shown at the interview.

the requirement for k1 visa, you have to meet at least one time in the past 2 years. you can provide boarding pass / hotels for that
