The foreign spouse will be granted a Green Card, and will be able to stay with you overseas as long as your spouse is included in your orders to accompany you. No need to have US citizenship, GC will suffice.

When and if she decides to apply for U.S. citizenship, she could also do so the moment she gets her GC, but she'll have to go back to the U.S. for a Citizenship Interview & Naturalization. N-400 (319b)

Just to be clear -- the foreign spouse may be eligible to get an immigrant visa.  Once the visa is granted, the foreign spouse must travel to the US to "activate" the visa and be issued a green card.

The only problem I could see is if the spouse is not able to get visas to some countries because of their own origins. When visas are needed they have to apply with their passport and will be judged on them not their greencard.
