Just to follow up on this, I have two additional questions:

1) So if baby is born in USA prior to CR1 process being complete, will it be able to enter Canada on visit (i.e. meet friends, etc.)? If so, how long can baby stay? Or is baby totally not allowed to enter Canada for 18 months regardless? Once baby has a passport, yes.  Baby will be a visitor to Canada and subject to visitor rules (up to 6mo in a year).  Mom will still be subject to US visitor rules.  If mom has to leave to prevent visa overstay and baby doesn't yet have a passport, you're single parenting a newborn while mom returns to Canada.

2) If baby is born in Canada, it will have Canadian citizenship correct, even tho mother is only PR? And then once I apply for CRBA, it will become dual citizen? Correct.  Additionally, that child will be able to pass their Canadian citizenship to their future children, should they choose to.  If born in the US, baby will be American Chinese, not Canadian.
